file a claim if I haven't received a satisfactory update. This ensures I don't fall outside of the window for dispute (even though I dispute with my creditor for a refund and never rely on Paypal's useless dispute system). If the seller is legit and just busy or whatever the exuse, the claim will help purge them to action. If they're fraudulent then I can go ahead and get my refund without waiting forever. I venture to say 1/10 transactions I conduct turns out unfavorably due to the other party's negligence, so I'm done wasting time on deadbeat transactions.
